Penny Jordan, cuyo nombre real es Penelope Jones Halsall, fue una reconocida autora inglesa conocida por sus novelas de ficción romántica. Nació el 24 de noviembre de 1946 en Preston, Lancashire, Inglaterra, y fue la primera hija de Anthony Winn Jones y Margaret Louise Groves Jones. Desde temprana edad, Jordan mostró interés por la lectura y la narración de historias, creando historias serializadas como cuentos de cama para su hermana menor a los 8 años. Descubrió los libros de Mills & Boon como adolescente y se convirtió rápidamente en una fanática dedicada.
La carrera de escritura profesional de Jordan comenzó en la década de 1970 cuando participó en un concurso organizado por la Asociación de Novelistas Románticos. Aunque no ganó, encontró un agente que buscaba un nuevo Georgette Heyer. Publicó cuatro novelas regency como Caroline Courtney antes de cambiar su nombre de pluma a Melinda Wright para tres romances de azafatas y luego a Lydia Hitchcock para dos thrillers. Pronto, Mills and Boon aceptó su primera novela para ellos, Falcon's Prey, bajo el seudónimo de Penny Jordan. Para sus novelas románticas históricas, adoptó el apellido de soltera de su madre para convertirse en Annie Groves.
Jordan vivió en una casa neo-georgiana en Nantwich, Cheshire, con sus mascotas y trabajó desde casa en su cocina, rodeada de sus animales. Bienvenía interrupciones de sus amigos y familia.
